Fishing probability problem

The probability of obtaining the Paralysis Enchantment while fishing is too high.

The current implementation guarantees a custom book drop whenever a fishing "treasure" is rolled, which heavily outweighs the vanilla loot pool. In vanilla Minecraft, the chance of getting an enchanted book from any catch is only about 1%, whereas the Paralysis Enchantment currently triggers at a much higher rate (around 5% of all fishing attempts / whenever a treasure is rolled), making it way too common.

I just remove the Paralysis Enchantment in fishing loot.
