No uninstaller in local builds

Do we need a make uninstall target?

Goal

Get it so that an installer (msi, pkg, rpm, deb) will run without complaining that specs is already installed.

IOW it enables replacing the local build with a pre-packaged GitHub build, without forcing the users to edit files manually.
