UriCache cannot be instantiated for two services within same JVM

It turns out that in the telemetry analysis service, you cannot enable both
DPD and Telemetry caching while running unit tests.  If you do so you will
get 500 errors.  

You can disable both caching and things work OK.  You can also enable one
or the other and things work OK.  It's only when both are enabled that you
run into problems.
