yep 102: should name specification restrict characters?

Should we provide a recommendation/requirement for certain allowable characters? e.g. python-type names might be wise, but currently support all TOML strings.

e.g. a name of "my-instrument" can be problematic (e.g. happi cannot handle dash names)
