Create utilities to run standalone

Useful for debugging
Useful to catchup.

Maybe a standalone utility that uses the utilty’s directory to find the other WeeWX pieces (configuration, modules, etc)
It probably has to be standalone because the python path needs to be updated to find the modules…
If a standalone utility is created, do not forget to install it via install.py
