Validate does not detect missing index or pages file

Running wacz validate -f warc_example.warc incorrectly validates a WACZ archive which does not contain either an index.cdx.gz or a pages.jsonl file.

Version detected as 1.1.1
Validation succeeded, the passed WACZ is valid
