[TSC]: Create documentation/media working group

Create working group responsible for documentation, readmes in all repos and also writers for webpack articles.

We dont have enough contributors for this to function well.

Status: We need to find people that want to contribute, create a space for us to gather thoughts etc.

Status: Let's union media and documentation, also let's union perf and core, and we will have three - core/security/documentation, that is enough for us

Action needed: Create a documentation wg that will cover docs page and also communication work as in writing blog posts, reaching out to people to promote webpack etc
