Allow renaming / moving of packages in the webforge index

Webforge\Common\Exception: Failed to load package 'project' from 'C:\Users\Philip~1\.webforge\packages.json'.Cannot read package from directory 'D:\www\webforge-project\' composer.json cannot be found in

this is not nice. This happens if I move a package that has already be registered.
