[BUG] When clicking on the "Download" folder button via Chrome it open the last viewed folder tab instead

Describe your issue:

To be more specific, the title behavior happen when you already have a "Download" tab opened in explorer, if you click again on the "Download" folder button via Chrome, then it doesn't put you on the "Download" tab but on the latest opened tab instead.

It's similar to this other issue I've reported:

I don't know if it's correlated tho since this other one happen inside Windows itself while the one I'm reporting right now is via a program like Chrome.

EDIT: this happen with other programs as well, if a program is able to open a folder in explorer, it does that the first time, but if you open the same folder again via the program, explorer will pop up with the latest opened folder and it will not highlight the folder you were supposed to go to.
