[BUG]: prompts文件缺失

🧑‍💻 Step to reproduce

从http://localhost:1733修改prompts点击保存后提示“保存失败: Failed to save prompts"

👾 Expected result

程序想写入config\user_prompts_zh.yaml，但是实际config目录下只有user_setting.yaml，导致报错"保存失败: Failed to save prompts"，希望更正错误

关闭软件后重启生成了一个user_prompts_zh，可能是第一次运行导致的文件缺失
