Provide an api in translators for porting to Open edX platform

Provide an API in translators that does the following:

1. Read the lab spec from lds specs
2. Create skeleton that can be ported to Open edX
3. When directory generated is imported into Open edX, a course gets generated.
4. When each section in the newly imported course is clicked, the content is fetched from the content sever.
