Items don't return to offhand when satchel is active

When the satchel is active in the hotbar, items that are picked up and match the item in the offhand don't return to the offhand.

I also tested this in a contained environment, same behavior happened.

It also looks like items just prefer to go to the hotbar when the satchel is active, as opposed to stacking with others in the inventory

Yep, yet another reason to rewrite pickup logic.....
