VATSPY APTE & AENB display error

Describe the issue
Whether you log into APTE or AENB, the sectors display the same AoR, whilst they're significantly different.

To Reproduce
Steps to reproduce the behaviour:

1. Connect as either APTE/AENB
2. See the results in VATSPY

Expected behaviour
As the event has proven, PBN is quite successful; it would be in both parties' best interests to have an accurate representation of their sectors.

I'll have a look at this. I'll see if we can put the most regrouped sectors in the VATSPY data accurately and see how it goes.
