Semantic versioning?

The NRSS repo is still in its infant semantic version of 0.0.1.

I think it's mature enough to be called a 1.X. Give the recent update to new cyrsoxs, etc, I propose that we call the current version 1.1. Perspectives sought from other repo authors including @pbeaucage and @pdudenas
