Restore Google Classroom Rubric Functionality

GUI between moodle and google classroom are different. The calls to google classroom are not currently working and need to be fixed related to rubric generation.

API endpoints are available in a new developer feature that must have a project registered to have access to. Rubric functionality will be on hold for now.
