Why

UCM Daily Register is documenting project compliance with the University of Idaho OIT Enterprise AI Development Framework. AISPEG should aggregate compliance assertions and evidence status from the stable JSON manifest without scraping Markdown or GitHub issue prose.

Acceptance criteria

• Fetch and validate UCM Daily Register evidence.json against evidence.schema.json.
• Store or render requirements keyed by project.slug + framework.id + requirements[].id.
• Show both compliance assertion status from current_assertion.status and work-tracking status from linked GitHub issues.
• Refresh linked GitHub issue state by issue number.
• Surface evidence sources and blockers for each requirement.
• Support this as an additional project manifest alongside OpenERA, not as a hardcoded replacement.
