Produce new data for supply curves

• The latest changes on FRCS resolves the issue associated with the CTL systems use @ucdavis/frcs 1.1.3 #74
• ChipAll is supposed to be true for treatment 10 but it was set to true for treatment 4 and 5. The relevant code has been changed in set ChipAll to true only when forest treatment is biomass salvage #73

We are going to use https://github.com/Project-OSRM/osrm-profiles-contrib/tree/master/5/21/truck-soft OSRM profile. It has an issue w/ casting numbers so we are using the unmerged PR related to that repo. OSRM 5.26.0 used to process data, and results will be stored https://ucdavis.app.box.com/folder/150467494220

Bit of a hitch -- OSRM 5.26.0 is the latest, but requires a newer GCC/C++ toolchain to be available to the server than azure offers. Could probably fix with Docker, but that's a whole can of worms. 5.22 (what we were using) only runs w/ node10, and that's not supported any more. 5.24 runs on current node14, so will attempt to build new OSRM data using that version.

OSRM 5.25.0 will be used since it can run in both locations. 5.26.0 is too new for Azure's node14 image. Data is in azure and also available in box: https://ucdavis.app.box.com/folder/150732338686
