Allow for description of the TRS with a disclaimer note

This is derived from the Banco D'Italia suggestion to have disclaimers available in the TRS description that correspond to the institutional disclaimer that they would want to put on it. In addition, one might want to have a high level description of the entire TRS. And the URL, as an encoded part of the vocabulary that points to a richer description of the entire TRS where more information can be found.

trov:description_url
trov:disclaimer (or trov:limitations) ("negative warranty" is probably not fine)
