[Task] Move the `ProjectionOrchestration` side of the `Projection` interface to some kind of service locator that owns it.

The writable side of the interface should then be changed to be owned by some kind of service locator. We assume that most Projection nodes at at the leaves of the data flow graph so it should be easy enough to do this.

Ok so for this to work we actually do need the incorporation of the partition data unfortunately, yikes.

Looks like the first step is actually to make the whole projection description dance setup if we wanted the locator to be a factory...

I don't think it should be a factory yet. Just get the locator / manual register side setup and then turn it into a factory, so yes we do need projection descriptions first....
