[Task] Create a `!draupnir condition` command that shows the condition of Draupnir

Acceptance criteria

• Only needs to show the condition of things that support this abstraction
• Shows an overall condition in the status command and shows the draupnir moderator how to get more detail (literally tell them to run the condition command)
• Shows the missing permissions

Things that need to change:

• The green circle and condition indicators need moving to the front.
• It needs to be clear when the permission requirements change notification sends that there has been a change in the system condition (for permission requirements), not just the details of that condition (and later we probably want to figure out if we only want to notify if the system condition changes).
• The old permission requirements notification needs to be deleted.
• Overall condition needs to be added to the status command with the ability to query more with the condition command.

We're getting this at startup because of the way protected rooms are being added to the protected rooms set after startup

So this is essentially the catching up and safing issue from deterministic projection system
