This could be mitigated through:

• Increasing params.DelayedStakingGasFee
• Limiting the number of queued stakings within an epoch

params.DelayedStakingGasFee is the state in which the average gas estimated in #102 is applied, and the default value is maintained as it can be increased by adjusting the parameter/genesis value on each chain to prevent spamming. However, due to the change in gas calculation amount in https://github.com/cosmos/cosmos-sdk/releases/tag/v0.45.0, the default value will be corrected by recalculating at bump SDK to v0.45.x
