A step toward a FIX: #213 . Implements an archived status for Epics, Issues, and Tasks and updates the serializers and template.
This pull request is paired with a pull request in taiga-front to enable get/set of archived status in the GUI.
Tested manually with taiga console commands, in the taiga admin web GUI, and with the changes to taiga-front.
