squash warnings as errors for spike disassembler

When building for using the Spike disassembler for the tracer the compile will fail due to -Werror compiler setting.
Need to organize includes and guard them with #pragma's similar to how sst warnings are isolated. Workaround is to remove the -Werror flag in the compile.
