Automate customer count validation of Resstock utility assignment

What

After utility assignment is complete, validate total Kwh/ therms for the gas utilities against EIA sources (861 for electric) not sure for gas. Determine acceptable tolerance to determine if we have properly allocated resstock households to each utility.
