Technical AC

• bind the /pay command to this functionality.
• Bot will prompt the user to choose which payment they want to make (dropdown).
• Bot will prompt the user to send a screenshot of the receipt.
• Once pic is sent, bot will forward this SS to the House Treasurer to confirm that payment goes through (dropdown).
• Once House Treasurer confirms, bot will update the payment status to paid.
