horseshoe package will be archived on CRAN

This concerns the CRAN packages

  GWASinlps ebnm horseshoe

maintained by one of you:

We recently asked for an update fixing the check problems shown on
  <https://cran.r-project.org/web/checks/check_results_horseshoe.html>
but email to the maintainer bounced.

Thus, package horseshoe is now scheduled for archival on 2025-10-10,
and archiving this will necessitate also archiving its CRAN strong
reverse dependencies.

Please negotiate the necessary actions.

@willwerscheid I think if we make horseshoe a "suggested" package, this will fix the issue. Do you think this is possible?

@willwerscheid I think this should be fairly easy to fix because the functions from the horseshoe package are only used in horseshoe.R. Am I right? I can put together a pull request for this fix. (To be clear, my proposal is to move the horseshoe package to "Suggests" in the DESCRIPTION.)
