Users can run Iris offline by reading from a local pcap. It would be great to have an offline development option that allows someone to develop in offline mode without compiling, downloading, and running (as root!) DPDK.
I'm thinking of this as a compile-time feature that turns off DPDK compilation and uses a pcap reader instead.
