change_bin function?

I can write a function that will update the number of bins and the spacing between bins. Is this how I should use the issues part of github?

Peter, this is function that will be across all groups (and future users of ss3sim) so that repo would be a better spot for this.

Kotaro and I will be working on this for the bin paper, we'd love to have you along if you're interested in helping out.
