The ReDCaT team now has a new delivery form procedure. Implement this in delivery.py. See https://spacetelescope.github.io/REDCAT-Delivery-Tools/use_cases.html for information about the ReDCaT delivery form.

Can't do this until refstis is moved completely to python 3 because that's what is required to fill out the ReDCaT delivery form efficiently (see link above).
