The Smart Animation setting disables all animations

Steps to Reproduce

1. Enable Smart Animation
2. Check lava

K1 pre1

The changelog for 26.1.2 K1 pre2 says this is fixed, however after some testing it appears to still be an issue, particularly when using shaders. (For my testing I was using BSL).

It's particularly bad with fire, however I have seen other block animations stop seemingly at random as well.
