Document communication methods for appeals process

The appeals process implicitly requires that those wishing to make an appeal can easily contact the steering committee. Update the document to mention that @slsa-framework/slsa-steering-committee can be used to communicate with the steering committee via GitHub.

We may also want to consider documenting a mail alias for less public appeals.
