Include markers of Universal Credit eligibility and receipt

This would involve several phases:

• Reading UC receipt into initial population (UKHLS variables to identify benefit payment)
• Creating a Person attribute to flag whether person is receiving Universal Credit (and lagging)
• Updating this flag after labour supply module?

A few questions on my part:

• Is updated UC receipt detected from matching with EUROMOD donor population, or is UC receipt a condition to match on?
• Do we add a higher-level flag for whether a person is 'UC Eligible' before assigning UC receipt? This would simulate 'rollout' of UC by giving some control over how much of population can be assigned legacy benefits vs UC. On the other hand, would a diminishing 'legacy claimant' population in the EUROMOD file naturally drive a changing split in SimPaths population between UC/legacy claimants?

@ANBurdett and @matteorichiardi - I think we discussed that UC receipt is being included in labour supply module. You may then have already added it to Person somehow. @dkopasker and I will be using UKHLS data to estimate UC effects on health and wellbeing and will refer to the UC receipt flag in regression models. Happy to discuss further to make sure we're building on that.

Update from meeting 29/01/2025

Person/BU's Universal Credit defined as:

• uc_in_area or similar: defined probabilistically by gor*year rollout, updated if 0 but never reversed
• uc_eligible: whether a person/BU will be faced with choices of UC in labour supply (i.e. used to match UC eligible households between pop/UKMOD)
• uc_claim or similar: after labour supply, whether person receives UC or not.

These are assessed in turn. The one I am least clear on is personal/household eligibility (before labour supply choices). This is conditional on local availability, but decided apart from hours worked and income. This informs whether the choices presented to a couple are the exclusively UC-claim ones or the exclusively UC-non-claim ones? @ANBurdett @matteorichiardi you may have a clear way of deriving this already?
