This would involve several phases:
- Reading UC receipt into initial population (UKHLS variables to identify benefit payment)
- Creating a Person attribute to flag whether person is receiving Universal Credit (and lagging)
- Updating this flag after labour supply module?
A few questions on my part:
- Is updated UC receipt detected from matching with EUROMOD donor population, or is UC receipt a condition to match on?
- Do we add a higher-level flag for whether a person is 'UC Eligible' before assigning UC receipt? This would simulate 'rollout' of UC by giving some control over how much of population can be assigned legacy benefits vs UC. On the other hand, would a diminishing 'legacy claimant' population in the EUROMOD file naturally drive a changing split in SimPaths population between UC/legacy claimants?
