update sqlite version

Current builds of https://github.com/silverstripe/silverstripe-sqlite3 fail due to missing right join and some union queries

This seems to have improved in 3.39.0 but current version is 3.37.2

Updating to 3.39 would help to make ci work properly for this module. Available by default in ubuntu kinetic/lunar/mantic.

I've opened an issue to get this updated directly in the GitHub actions ubuntu image, rather than adding special handling for it here.
