Validate coordination without native-tracker mutation #783

Intent

Prove that Atelier remains useful in a constrained environment where it may read the project's native tracker but cannot create, edit, label, close, or otherwise mutate native tickets.

Scope

  • Configure a project policy whose authority excludes native-tracker mutation.
  • Plan and coordinate private Atelier work through the Git mailbox while referencing an externally triaged native ticket when available.
  • Delegate repository implementation only within the allowed authority envelope.
  • Deny tracker mutations before execution and preserve a durable blocked or delivered receipt rather than silently widening authority.
  • Audit live ticket/PR state read-only and preserve operator acceptance independently of tracker write access.
  • Demonstrate planner-worker communication and restart recovery entirely through Atelier-owned documents.

Non-goals

Do not bypass corporate triage, mirror the external tracker into a database, create shadow completion states, or claim support for a provider that cannot be read reliably.

Done definition

A real constrained project produces useful planner-worker coordination and an accountable delivery without any unauthorized native-ticket mutation; every denied action and resulting obligation remains explicit and reconstructable.
