Adding a license lets others know how the code can be used/reused.

Should take two minutes to select and add a LICENSE file to the root of the repo:

The top of the README says:

This samples set was released as public domain in early 2000 by Akai company.

That being said, yeah, it's not the most visible.

There's also not much code here.

Where does it say the license?

below the readme title, though it is referred to samples only, it's not explicit for the whole project. Probably it deserve to add explicitly a CC0 license.
