Coremapping - All items are disappeared after using tools on user Umpire/ Adjusdicator1

🔢 Steps to Reproduce

1. Login game play 'Testhat' with user Red - Red2
2. Draw some items on coremapping
3. Login game play with user Umpire - GameDesigner
4. Notice many items still show on CoreMapping channel
5. Login game play with user 'Umpire - Adjustdicator1'
6. Notice no items show on CoreMapping
7. Try to use geo tool to create a new item (Although no item is created, maybe because of permission)
8. Login again with user Umpire - GameDesigner
9. Notice all the items before are disappeared

⚙️ Expected behavior

The items shoud not be removed if no one delete them.
