Add Discover Page Content Filters

It would be great to have the ability to filter content shown on the Discover pages without preventing users from searching for or requesting that content.

Currently, the Blocklist is an all-or-nothing solution. If a title is blacklisted, it cannot be requested, and administrators can optionally hide those items from Discover. However, there is no way to simply curate the content that appears on the home page while still allowing users to search for and request it.

Requested Features

• Add a Hide from Discover option that only affects the Discover pages.
• Allow filtering by:
  • Genres
  • TMDB keywords/tags
  • Countries
  • Languages
  • Adult flag
  • TVDB tags (if available)
• Allow filters to apply globally or on a per-user basis.
• Continue allowing users to search for and request filtered content if administrators choose.

Benefits

• Keeps the Discover pages clean and appropriate for the intended audience.
• Allows administrators to hide unwanted content (such as adult titles, reality TV, anime, or other categories) without preventing users from requesting it directly.
• Gives administrators more control over the browsing experience while preserving Seerr's request functionality.
• Makes Seerr more suitable for family servers and shared environments.
• Separates content presentation from request permissions, providing much greater flexibility than the current blacklist.

This would provide administrators with much finer control over what users see while browsing, without restricting what they can request if they already know what they're looking for.
