I can see the reasoning behind this. From the user's perspective, there isn't much difference between:
In both cases, they may want confirmation that the request exists and is being processed, rather than only finding out when the media becomes available. One possible approach would be:
This would provide better visibility for users without changing the existing request workflow, and it would make admin-created requests feel more consistent with the normal request experience. |

So not sure if this suppose to work currently, or it should be a feature request?
If I request something for a specific user account. They don't seem to get the approval email because its auto approved I take it. But when it is available they do get an email.
Be nice if I request something for a specific user that they would get an email that they have a request that has been approved. Could be say a check mark when requesting for them to send an email, or just do it by default.
When a request comes in, that I approve - then they do get the email that it was approved, and then the email when available. But if I make the request for them. They only get the email when it because available.
