Handle valid time zones other than UTC

This could introduce a dependency on something like [isodate](http://pypi.python.org/pypi/isodate) but it would be quite helpful to support ISO8601 dates of the form `2011-01-26T16:20:42-05:00` as well as strict UTC (Zulu) time.
