Replicating Updates

Add support for replicating Txn Managers and Key Nodes.

Involves:

• Masters need to know who their workers are.
• Create a Fault Tolerance Manager that detects failures:
  • Issues leader election if necessary
  • Starts up new nodes as necessary
  • Updates router and the other nodes in replica set if necessary
