Context
To get php-firebird into official Debian repositories (which then auto-sync to Ubuntu), the first step is filing an ITP (Intent To Package) bug with the Debian WNPP (Work-Needed and Prospective Packages) team.
This is a manual process via reportbug wnpp or the Debian bug tracker at bugs.debian.org.
