packaging(debian-upstream): file ITP bug (Intent To Package) with Debian wnpp

Context

To get php-firebird into official Debian repositories (which then auto-sync to Ubuntu), the first step is filing an ITP (Intent To Package) bug with the Debian WNPP (Work-Needed and Prospective Packages) team.

This is a manual process via reportbug wnpp or the Debian bug tracker at bugs.debian.org.

Acceptance Criteria

• ITP bug filed at https://bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=wnpp (or via reportbug)
• Bug title: ITP: php-firebird -- Modern Firebird database extension for PHP
• Bug body includes: package description, license (Apache 2.0), why it's needed, upstream URL
• Bug filed under satware AG as maintainer
• Bug is publicly visible and acknowledged by Debian team
• Document the bug number in docs/packaging/UPSTREAM-DEBIAN.md

Dependencies

• All Phase 1-3 complete — package must be production-quality before upstream submission
• Debian account / GPG key for reportbug

2. Monitor for Debian team response (sponsor / reviewer assignment)
