Some nonphysical configurations were obtained using Tempus time-step control when dt is allowed to be augmented. This does not appear to be due to any recent changes to Tempus or Albany - the issue shows up in an older Albany dating back to Aug. 2018 (I did not go further back), and seems to have slipped through the cracks b/c it does not show up all the time.
