Sublevels don't function correctly when far from spawn #1076

Description

I found out that if you go, let's say, one million blocks away from spawn(maybe even 100k is far enough to replicate), sublevels kinda hit an invisible border and can't go past it. This applies to wheel vehicles and tracks vehicles if you have create:tracks installed, basically anything that gives a sublevel velocity will break.
