Refactor CLI Commands

The OttO cli and all respective commands except for the "server" command will use REST/gRPC and MQTT to "talk" to the long running otto service.

[rustyeddy]

Refactor the CLI as a separate process from the otto server. This should make the cli much more light weight as to not bring the heaviness of otto along with it.
