More configurable hover and focus states for buttons, inputs, etc

I don't have a formal proposal yet, but im currently doing a bit of custom styling on top of reshaped's styles and it would be easier if this could be supported in the theme config.

A few aspects of the request/ideas

• expose new theme option and "interaction" and "components" which allow to customize certain attributes
• border, box-shadow, highlight, background
  // highlight is hover
• "solidHover": {
  "backgroundHighlight": "white", // or "backgroundNeutralFaded"
  "highlightOpacity": "0.1", // or "1" for a solid background
  "boxShadow" "someShadowToken" // can be inset or outset (add inset to shadow gen) (accounts for borders aswell)
  // optional border, transforms, animation ? etc
  }
• "fadedFocus"
  // and so on

This can also overwritten per componen, so the high level "interactions" nd then components can use them
