https://github.com/releasehub-com/github-action-create-pr-parent-submodule is abandonded and (I think) uses outdated GitHub Actions in its [`action.yml`](https://github.com/releasehub-com/github-action-create-pr-parent-submodule/blob/e1d42e6343deb9a9204391827b9f492892ecb5a6/action.yml) which are no longer supported and are causing failures for https://github.com/research-software-collaborations/project_database/blob/main/.github/workflows/submodule-update.yml#L34-L42 It should ideally be dropped in terms of a more stable and supported solution.
