Red Hat Images use annotions like org.opencontainers.image.created. https://github.com/opencontainers/image-spec/blob/main/annotations.md#pre-defined-annotation-keys

If you trust the creator of of an image you could make the minimumReleaseAge work from the OCI Spec.

I can`t tell you exactly how the idea shall be really implemented, but maybe you can think about, if it is reasonable.
