ansible.builtin.stat:

According to requirements.txt, infrared use ansible version as follows.

ansible>=2.7.13,<2.8.0 ; python_version < '3'
ansible>=2.9.0,<2.10.0 ; python_version >= '3'

Until Ansible-2.9, ansible.builtin.stat cannot be used.

So, I think it should be stat instead of ansible.builtin.stat.
