Fixes a thread safety bug in the C++ platform's
InspectorPackagerConnectionDelegate::WebSocketimplementation. Since #45849IWebSocketDelegateevent calls have been required to be made on the inspector thread, but the C++ platform was making them on the platform's WebSocket thread instead.
