web-console gem error in ruby 2.7 and rails 6.1

Using

Ruby - 2.7.3
Rails - 6.1.3.2
We are using web-console gem (version - 4.1.0) but while running server it throws below error -
/export123/user_name/app/shared/bundle/ruby/2.7.0/gems/railties-6.1.3.2/lib/rails/railtie/configuration.rb:97:in `method_missing':

undefined method `web_console' for #Rails::Application::Configuration:0x0000558d452a2970 (NoMethodError)

Added code into config/environments/development.rb
config.web_console.whitelisted_ips = ['11.1.0.0/12', '192.16.0.0/01']
